Baltimore, MD – Mar. 21, 2024 - (FOX45) Despite receiving its largest budget ever of $1.7 billion from taxpayers this year, Baltimore City Public Schools remains the lowest-performing district in the state and one of the lowest-performing large school systems in the country. Critics have long pointed out that a significant portion of the budget ends up in the Central Office rather than classrooms.

An analysis of the most recent annual employee salary database reveals the substantial earnings of top leaders within the district. CEO Dr. Sonja Santelises earned approximately $479,672 in total compensation last year, including deferred compensation and a car allowance. Other high earners include temporary employee Jackie Williams, who earned $304,817, and Chief Legal Officer Josh Civin, who made $244,014.

Enrollment in City Schools has been declining over the past decade, despite increasing budgets and salaries. Administrative costs per student are among the highest in the country, with Baltimore ranking eighth out of the 100 largest school systems in America.

With the passage of the Blueprint for Maryland’s Future, City Schools' budget is expected to continue increasing in the future.
