In Baltimore City, individuals earning less than $17 an hour fall into this category. These individuals often do not qualify for assistance programs like SNAP and WIC, which places them in a precarious financial situation, particularly during unexpected hardships.
The pandemic has exacerbated these challenges, with many facing job loss, mounting bills, and the threat of eviction. The United Way has been assisting people in the ALICE category by helping to cover costs such as housing, medical bills, and transportation needs, primarily by connecting them with other assistance programs. They also work with the legislature to advocate for policy changes to support these individuals. According to United Way estimates, 38% of Maryland families are below the ALICE threshold, a number that is increasing due to the economic impacts of the pandemic and rising costs.
