Baltimore, MD - Aug. 17, 2023  - A recent report suggests that the Baltimore City Police Department (BPD) is not meeting its federal consent decree objectives, which mandate officers to frequently engage with the public on foot patrol, according to WBAL. The decree aims for officers to spend at least 40% of their time on foot patrol, addressing community concerns. However, chronic staffing shortages and the need to respond to emergencies make it challenging for the police to achieve this goal. Sgt. Regina Richardson, who attempts daily foot patrols, highlighted an area known as a crime hotspot. Locals have voiced their concerns about police predominantly staying in their vehicles and emphasized the need for better community relationships. Although officers often find it hard to be on foot regularly, 96% claim to understand the issues in the communities they cover.
