Baltimore, MD - Apr. 17, 2023 - Rabbi Binyamin Marwick, Rav of Congregation Shomrei Emunah, sent the following out to his kehila:

Haircuts and Shaving - Erev Shabbos Rosh Chodesh
Rosh Chodesh Iyar is Friday, April 21 and Shabbos, April 22.

The Mishna Brura writes in Orach Chaim 493:5 that during Sefiras Ha'Omer, when Friday is Erev Shabbos Rosh Chodesh, one may get a haircut and shave in honor of Shabbos Rosh Chodesh.

אם חל ראש חדש בשבת, כיון שיש כאן תוספת שמחה, שבת וראש חדש, יש להתיר להסתפר בערב שבת מפני כבוד השבת...

This should preferably be done on Friday but may be done Thursday night if necessary l’kavid shabbos.
