Towson, MD – April 22, 2025 - The 2025 Baltimore County Councilmanic Redistricting Commission announced today that it has published its first draft redistricting plan for public input and feedback. This first draft map is the product of the Commission’s extended efforts over the eight public meetings and initial public hearing the Commission has held since it was established by the County Council in December 2024 and appointed in January 2025.

Notably, this first draft map includes two majority-Black districts and one majority-minority or BIPOC district. The Commission believes this map moves the County Council closer to the goal of representation that better reflects the diversity of the County and ensures the federal Voting Rights Act is at the forefront of its work, while also giving due consideration to communities. The Commission also emphasizes that this is a preliminary map intended to elicit public feedback. “The work we have accomplished so far is admirable – yet there is still a lot more to be done” said Eric Rockel, Chair of the Commission. “We are eager to hear from residents all across the County. The feedback we receive will guide our work, and will help us in our discussions and mapping moving forward.”

In order to gather feedback on the first draft map, the Commission is holding a virtual only Public Hearing on Wednesday, April 30, 2025 at 6 p.m. Individuals may only join the Public Hearing to give testimony virtually. Please visit the County Council’s “Virtual Meetings” page here to register to testify on the day of the Public Hearing. To allow all interested individuals to participate, testimony will be limited to 2 or 3 minutes per speaker, at the discretion of the Chair. Speakers at the virtual hearing will be permitted to use slides or images during their testimony, provided the speaker has shared the material in advance with Commission staff. Regardless of the use of slides or images, all speakers will be held to the stated time limit.

In addition to the upcoming virtual Public Hearing, the Commission will hold two in-person public hearings in May. Details on these public hearings will be shared in the very near future. In addition to, or in lieu of, providing verbal testimony, the Commission has established a dedicated email address to allow individuals to submit written testimony at any time. Written testimony may be sent to councilmanicredistricting@baltimorecountymd.gov.
