There are calls for change at Baltimore's Board of Estimates after board members fail to stop a ballooning contract.

The company, which was awarded a $26 million dollar contract six years ago to repair the city's underground utility network has year after year increased.

The original $26 million dollar contract has now cost taxpayers more than $130 million dollars.
