The Cabinet, very early this morning (Tuesday, 14 April 2020), approved emergency regulations on a further restriction of going out into the public sphere for the seventh day of Passover and for Maimouna festivities in order to reduce the spread of the coronavirus in Israel.

The Cabinet also decided to extend the validity of the emergency regulations on restricting the number of employees at workplaces and expanding the agreement regarding going on leave by public sector employees.

Emergency Regulations (Restriction of Activity – Amendment):

From 17:00 today (Tuesday, 14 April 2020) until 05:00 tomorrow (Wednesday, 15 April 2020), no one shall leave the community in which they live to buy food, medicine or other essential products and services unless these are unavailable in the community in which they live, in which case they may obtain them in the community that is closest to the one in which they live.

Going out from one's place of residence into the public sphere shall be possible only for short periods at a distance of no more than 100 meters.

From 19:00 tomorrow (Wednesday, 15 April 2020) until 02:00 on Thursday, 16 April 2020, places that sell food, except for grocery stores, shall not operate. Bakery sections within supermarkets will be closed at this time.

Delivery services for food may continue to operate.

These restrictions shall not apply to communities the majority of whose residents are not Jewish.

Public transportation shall be halted between 20:00 yesterday (Monday, 13 April 2020), until 05:00 on Thursday, 16 April 2020.

The validity of Emergency Regulations (Restriction of Activity-- Amendment) shall be extended to Sunday, 19 April 2020.

Emergency Regulations (Restriction on the Number of Employees at Workplaces in order to Reduce the Spread of the Coronavirus – Amendment):

The Cabinet decided to extend the validity of these emergency regulations until 06:00 on Sunday, 19 April 2020.

It should be recalled that under these regulations, no more than 10 employees or 15% of the workforce, whichever is higher, shall be at a workplace at the same time. Despite the foregoing, employers shall have the authority to temporarily increase the maximum allowed number of employees permitted to be at workplaces at the same time to up to 30% of the workforce provided that the increase is essential to ongoing activity at the workplace, and the employer duly notified the Director General of the Economy and Industry Ministry (regarding non-essential places of work).

Restrictions were also set regarding peripheral employees, who are not engaged in the essential work of the employer, in enterprises with special permits to employ workers during rest hours, as well as restrictions on receiving the public and the directive to work in shifts wherever possible.

Emergency Regulations (Expanding the Agreement on Restriction Regarding Going on Leave by Public Sector Employees due to the Coronavirus – Amendment):

Pursuant to the extension of the validity of the emergency regulations restricting the number of employees at workplaces, the State of Israel and the Histadrut agreed to extend the agreement on going on leave in the public sector until Saturday, 18 April 2020.

Upon the extension of the agreement, the Cabinet decided to extend the validity of the regulations regarding going on leave, which expand the instructions of the agreement to the public sector at large, with the determined conditions and reservations, until Saturday, 18 April 2020.

The Health Ministry reiterates its call to the public to strictly adhere to the instructions and remain at home during the holiday. Despite the seemingly encouraging signs, the coronavirus morbidity is still present in Israel and could break out again. We are still dealing with the morbidity that originated in the events on Purim; it must be ensured that a wave of morbidity will not be created as a result of the upcoming holidays.
