Yossi Blum* came home from a full day in kollel humming to himself. Today’s shiur was unusually intricate and he and his chavrusa had spent several days unraveling its most difficult kushya. Today they had a breakthrough — the Gemara came alive in front of them with such incredible clarity! What a feeling! No wonder Gedolei haTorah had such a strong love for Torah! Today he had been zocheh to feel it too.

He opened the door of his small apartment, looking forward to sharing this special feeling with his wife, Esther. But as the door creaked open, he was assailed with his children’s wailing. “I couldn’t get today’s loaf of bread and cheese at the makolet,” his wife managed to say above the racket. “Our credit line is so overdue that the owner turned us away. The children haven’t eaten anything but a few leftover ricecakes, and they are starving. Yossi, did you receive a kollel paycheck today?”

No, this is not a scene from long ago in Europe… or even the last century.

This is a scene from today, 2019, in our generation. This kind of story happens on a daily basis in the lives of our avreichim of the Yissochor B’Oholecha Kollelim in Eretz Yisroel.

When Hagaon Harav Chaim Kanievsky, shlita, heard this heartbreaking description of the avreichim’s plight, it struck him like an arrow in his merciful heart… and to the utter astonishment of everyone, Reb Chaim began to cry!


Origins

The Rosh Yeshivah Hagaon Harav Aharon Leib Shteinman, zt”l, established the network called Yissochor B’Oholecha Kollelim, appointing Rabbi Elchonon Weissbord, “the avreich who supports avreichim,” to run it. For as long as he lived, the Rosh Yeshivah carried the network personally on his heart, guiding its ways and leading its growth. Baalei tzedakah who asked him where would be the best place to donate, were instructed to donate to Yissochor B’Oholecha Kollelim.

With the petirah of Rav Shteinman, the Yissochor B’Oholecha network suffered more than the loss of the Gadol Hador; it also took a massive economic blow. Rav Shteinman tended to the Kollel network on a personal basis, and in countless cases made sure to raise huge sums on his own, sometimes even within a day or two. But with the Rosh Yeshivah’s passing, that ended.

In fact, right now the situation is so dire that there are many avreichim who have not received their stipends for over a year and a half!

Allocation of Funds

Aside from the truly dedicated avreichim who are the core of this entire network, the integrity with which its funds are apportioned is unique.

As a matter of principle, the network does not own private assets. There are no risky investments in financial ventures. And every donation that comes in goes out immediately to the avreichim for whom it is intended.

In the past 15 years, 500 million shekel have passed through the network, with no money ever remaining in our bank account, even at the cost of attractive interest rates.
