Last year was the first time in nine years Baltimore saw less than 300 murders, but many including defense attorney Brandon Mead don't believe GVRS is responsible.

"It's not something that I've heard of really from my clientele. If you go down to central booking and brought 50 inmates down and said what's helping this city, they're not going to say GVRS," he said.

Instead, defense attorney Jeremy Eldridge and others point to a strong partnership between Baltimore City State's Attorney Ivan Bates and U.S. Attorney for Maryland Erek Barron.

"The only thing that has changed in the city in the last eight years is Ivan Bates. We've had the same mayor, Marilyn Mosby as his predecessor. The only policy that has changed is actually prosecuting gun offenders on the laws already on the books and invoking mandatory minimums in conjunction with Erek Barron, that's the change," Eldridge said....
