Annapolis, MD - Nov. 5, 2025 - Former Maryland Gov. Larry Hogan criticized Gov. Wes Moore’s plan to create a new redistricting commission, warning that the move risks undoing years of progress toward fair and independent mapmaking in the state.
“Redistricting should never be used as a political weapon,” Hogan said.
In a statement released Wednesday, Hogan said gerrymandering “is a cancer on our democracy” and argued that Maryland’s progress toward nonpartisan redistricting is now “under threat.”
During his eight years in office, Hogan championed redistricting reform and established Maryland’s first truly independent Citizens Redistricting Commission.
“As governor, I created Maryland’s first truly independent Citizens Redistricting Commission. It was chaired by a Democrat and included members from across the political spectrum. We held open hearings across the state, accepted public map submissions, and produced fair, compact districts that earned top grades from the Princeton Gerrymandering Project and FiveThirtyEight. We cut county splits in half and rebuilt public trust in the process,” Hogan wrote.
In his statement, Hogan emphasized that his goal “was not to elect more Republicans,” but to ensure that Marylanders, not politicians, chose their representatives. “We cut county splits in half and rebuilt public trust in the process,” he said.
