State Sen. Jill Carter said Monday she plans to announce at a fundraiser Nov. 18 whether she will run for U.S. Rep. Elijah Cummings' seat.
Carter, a Baltimore City Democrat, formed an exploratory committee after Cummings' death last month.
The filing deadline is Nov. 20. As of Monday, three Republicans and eight Democrats have filed to run and several more have announced their campaigns.
