The Baltimore County Council passes the HOME Act Monday night, which requires landlords to accept tenants with federal housing vouchers.

The HOME Act is supposed to outlaw discrimination against renters based on their source of income.

Sources of income covered under this law can include inheritance, disability payments, alimony and housing choice vouchers.

The housing voucher is a source of supplemental income that helps low-income residents pay for housing.

Recipients pay 30% of their income on rent and the voucher provides a bridge to cover the remaining cost of rent.

Across the state nearly 70% of HCV recipients are seniors, people with disabilities or children. the county gives out 5,000 vouchers.

County Executive Johnny Olszewski Jr. was required to introduce the bill as part of a 2016 county agreement with the U.S. Department of Housing and Urban Development.

Olszewski released a statement Monday night saying: “Today is a major step forward for Baltimore County. I thank the County Council for recognizing that discrimination in any form is wrong and for working with me in taking this critical step to fulfill our legal and moral obligations. Together we will continue to expand economic opportunity, improve equity, and build a better Baltimore County.”
