A driver plowed a van into pedestrians in a tourist-heavy section of Barcelona, killing at least two Thursday afternoon in what police are calling a terror attack, according to reports.

Authorities said the white van mounted the sidewalk and ran into crowds in the Las Ramblas district, Reuters reports.

Two armed men then entered a nearby restaurant, according to Reuters. 

Local police have declared the crash a “terrorist attack,” AFP reports.

The crash took place right outside a kosher restaurant called Maccabi, Yeshiva World reports.

Pedestrians are still hiding in nearby stores.

“There was a loud noise and everybody ran for cover. There were a lot of people, lots of families [at the site], this is one of the most visited sites in Barcelona,” Marc Esparcia, a 20-year-old student who lives in Barcelona, told the BBC while hiding in a Starbucks.

“I think several people were hit. It was horrible, there was panic. Terrible.”
